Executive journal, 1867.

This journal documents the five day term of Governor John Helm, from his inauguration to his death. Included are the official certifications of his election and inauguration, and a transcript of his inaugural address. This address urges Kentuckians to rid themselves of the anger and resentment still lingering from the Civil War and to accept emancipation and assist the former slaves in becoming good citizens. It condemned the concept of black political power, however. The governor also declared Kentucky's loyalty to the Union, but proclaimed state sovereignty under the Constitution.
